In 2026 the Norwegian and the German Ministers of Defence signed the Hansa Arrangement. It was designed to ensure a solid industrial partnership between Germany and Norway, to strengthen both countries responsibilities towards their NATO allies.

In the spirit of this arrangement the German-Norwegian Chamber of Commerce in cooperation with the German Embassy in Oslo would like to support the goals set out in the bilateral agreement with a Keynote & Coffee. This format brings together relevant stakeholders, addresses topics of mutual interest, and foster dialogue in an informal setting over a cup of coffee. The aim of Keynote & Coffee is thus to facilitate exchange between German and Norwegian industry representatives and government stakeholders on matters of shared strategic importance.

In our first Keynote & Coffee we are pleased to welcome Karola Höfener, Armaments Attaché from the Embassy of the Federal Republic of Germany Oslo, who will share her perspectives on the offset requirements within the Norwegian system. This discussion offers a valuable opportunity to explore how offset mechanisms in Norway are set up, to give the opportunity to prepare and use the industrial cooperation better in the future.
